I have worked in renovations most of my life, to be fair to Josh - some things do deteriorate over time, as you mention, like a car depreciates; are they actually charging him for that full 6K? Or have they just told him that's what they have to pay, and that's why they won't renew his lease? I imagine there are laws in place preventing land lords from doing that to people so they don't charge tenants for frivolous renos; hence damage deposits, but I'm in Canada, so I have no idea what it's like it Wyoming. Smoking inside alone is huge, if that's what they're focusing on, but they may not care if they have new tenants that also smoke. If the ceiling has stipple, you have to scrape the entire ceiling, which usually involves having to soak the ceiling with rollers, scrape, sand, patch, even skim coat depending on how bad it is, then a lot of painting. Both to masks the smell, and the prevent staining. This would include both primer, and paint. Depending on who you hire, and how bad it is, that alone could cost 6K depending on how bad it is, they'd probably get them to paint all the walls and trim in the process, which would cause that total cost. Based on the photos, his toilet would need to be replaced based on the photos, because that mold and mildew that builds up actually stains the porcelain, so even bleach, heavy duty cleaner, and a whole heap of elbow grease wouldn't even fix it. The tub may also need to be resurfaced for similar reasons. If not painting because they don't want to deal with the cost, then the next big thing would be things like replacing the floors/carpets, and that is also quite a big bill. There's also a chance the countertops may need replacing, as I imagine they've been stained to hell, kitchen cabinets possibly needing repaintings, maybe replacing the stove/microwave/other appliances if they're just caked in grease stains and covered in damage. Based on the way he lives, there's also a good chance of mold growing in the kitchen or bathroom, due to the lack of cleanliness. End of the day, you're paying the majority of the cost to hire someone to do the job, rather than the materials themself; that bill could easily have been so much higher, which I why I only believe they only opted for one or two of the above options, even a few years ago before inflation started really ramping up. They have to consider what they need to do in order to get someone willing to live in that apartment after Josh. Imagine if you were a single guy with no context looking at apartments, what would the minimum acceptable standard be? For the landlord, it's either lower the rent price, and/or do some renovations to offset lowering it to a number that doesn't make sense for them.
