Whatever he actually said, the quote that has been recorded for posterity is IMHO the best possible version of the quote by far. Yes, strictly speaking, it is "grammatically" incorrect (as far as the intended meaning is concerned) but it is poetically by far the most beautiful. If we split his quote into a poem of 4 lines we get One small step for [a] man One giant leap for mankind. The first and third lines of the poem clearly resonates but as for the 2nd and 4th lines "man" rhymes/resonates with "mankind" much more than "a man" rhymes/resonates with "mankind" Whether by design or by happy accident the received version is far better. Yes it is technically incorrect as regards the meaning - but the context adequately makes the obvious meaning quite clear - as the words "one small step for man" was being spoken by a man about to take one small step. Furthermore given the choice between being technically correct or aesthetically pleasing/poetic - the poetic beauty of the quote is far more important - as has been proven - as this remains one of the most famous quotes "of all mankind" - having even survived the purge of political correctness.
