I believe it is barnacles not ice. They are alive and tenaciously adhere to anything they can. A nuisance to ships, structures and as here animals. Feels terrible on their skin. Not really any reason ice would stay attached to a whale at the surface and diving, especially when it isn't the environment where extreme cold allows salt water to become ice.

Cetaceans are plenty (smart as humans, for sure) smart enough know/ask for a little sympathy. Humans can and are able do same thing some cleaner fish do. IIRC, some cetaceans will even visit those spots if they are travellers.
