Driving licenses are insurance confirmation forms. For the driver, not the car (there is CAR INSURANCE for that). When you don't have your license with you, the problem is that they have no direct way to check whether you as a driver are insured to being on the wheel of whatever vehicle you are driving. What they are doing by introducing the new license is adding an additional insurance policy they can charge money for (cause we're not getting that license for free are we?!). Someone just realised there is some extra mula to be made...like everything: it's a business model.
