Wayne Barnes's accent means that there is very little difference in the sound of 'can' and 'can't'. With the additional sound from the crowd, it would be even more difficult to discern. So when he said "You can't kick the ball out" it would have easily been heard as "You can kick the ball out." Which is what the player did. That is where the confusion started. It led to 6 points for the green team and a red card to Dillan Hartley.

I'm A WIGAN RLFC fan 58 year's ,Love League and Union ,,(especially Int,ernational,s) I've played League at Top level Ameteur, from 8 yr old ,At Hooker and enjoyed Playing Union same position, Both codes Know ,no matter the Level ,played THE REF IS THE LAW ON THE PADDOCK, MALE OR FEMALE ,BLACK OR WHITE, STRAIGHT OR GAY ! doesn't matter ! Hartley was warned clearly, do not talk back to the referee, then he decided to look straight at Wayne Barnes and called him a fucking cheat, automatic red card, you absolutely brainless dickhead, you deserved everything you got that day, your idiocy lost your team the game, same with your idiot team-mate Steven Myler, after being told twice by Wayne Barnes , do not kick the ball straight out and he then does exactly that, pair of fucking idiots, seriously SMDH.

Wayne Barnes' bizarre pronunciation of "can't" is what caused the issue. Virtually everyone in the UK says CAHN-t, but he says CAN-t. In a loud stadium I can totally understand hearing it as just "Can" But for calling the ref a f_cking cheat yeah, he defo got what he deserved. You do NOT talk to the ref that way.
