Visited the Albany government center. There was no American Flag on the flag pole. However, there was the state flag and below was the city of Albany flag.
HR Director Erica Potts lied, called police, and said GT was being disorderly. It appeared the Sheriff's Department and Albany police surrounded and covered all exits of the building.

I thought public records requests can be made to any public agency. In turn , it is an agency's responsibility by law to forward the request to the proper agency or city clerk.

It's OK to submit public records requests online, but I've done that a lot and gotten ignored. If it's all digital, they can easily say "oh it must have been a problem with your computer" but if you have video of you and the clerk, you can easily prove that you did everything right. So it's fine to do online requests, but if you're worried about shady business, in-person requests are a great approach.

If doing an online request, ensure you are using a screen capture utility (preferably video capture - eg. 'Snipping Tool' on Windows). That way you'll have a copy of the "Your request has successfully been submitted." message
