Private entities are very free to provide Halloween and cosplay events in their own properties like the ones in Ikebukuro, but governments have no obligation to accommodate such a public event that was never official to begin with. All they can do is regulate it.

Tokyo should close select streets and create temporary pedestrian plazas for the festivities. You can't stop crowds from gathering and celebrating, but you can control where they gather. Organizing where the pedestrians gather into select clusters would also make the crowds easier to manage.

What imaginary place would you suggest? There’s literally not enough surface space FOR that MANY fn people TO congregate in, that’s the entire point, & if they tried, it would quickly fill up & start spilling over, causing a rapidly growing crowd nucleus that’s incredibly dense AND dangerous. You clearly know very little about Sociology & Psychology. Don’t talk about things you know NOTHING about.

Instead of trying to cancel Halloween or create blockades, they should literally just set up multiple big events all across Tokyo, if you give people events to go to and something to actually do then they wont have a reason to create chaos. People are just bored and want an excuse to let loose for a night. Give them positive things to do instead

It's the same reason you see teenagers doing stupid shit all the time, when a persons life is completely regimented to a strict schedule with little to no personal freedom, they'll find an excuse to just do something dumb without consideration. But if you give people an outlet to express their freedom they wont need to exercise it in potentially dangerous ways

People’s desire to go to such happenings where they can let loose and go crazy for a bit have a reason, especially in Japan where everyday life is ruled by so many restrictions. You’re not just gonna stop that lol. I agree that the only solution is probably to “own it” and take control so it can happen in the safest way possible (cause happen, it will haha)

I agree that it's difficult to stop things like that. But just like contraception it can be made illegal. Just depends on how much effort the government wants to exert to make it illegal. A police state with tanks and everything would definitely destroy any celebrations. Self harm drugs and things like that would spike but judging from the work ethic in Japan I doubt anyone really give a damn. I mean they made nets to catch suicide jumpers so they can make them go back to work. Japan is not interested in its citizens well being. At all.

I might be dead wrong, but I think the combination of the 365 days of salary men death march and the uber-stressed conditions bestowed over the civilian population, call it bushido if you like, might be one of the causes for this entire mess. I mean, this people have been constructed into an enviroment that wants to chew away every last bit of humanity they have, including but not limited to the humilliation for those who opose this vividly, then for one night they can let out those frustrations wich in turn overdrives their intents and turn them into a trashing crowd that acts like that creature from The Blob. Thing is that this only seem to happen, on such as scale, on urban areas where people are seen as cogs inside a system, aka, the "asian way of working conditions", where in other places like the US or even South America, this kind of clusterfucks are rare in nature.

I actually think it's super weird how Halloween is "celebrated" here in Asia. In the West, Halloween is celebrated by people wearing costumes to ward off ghosts, children go around collecting candy, it's supposed to be a family holiday that's similar to the "Hungry Ghost Festival". But here in Asia people turned it into an adult sexual party event, imagine if the West celebrated Hungry Ghost festivals with sex parties.

It's just because the deadly avalanche that happened in Icheon, Seoul, South Korea the Halloween from last year when hundred of young people died and hundred more were injured. Shibuya's streets are also kind of similar (narrow and with a lots of people) and Japanese authorities wanted to avoid that terrible situation, so they canceled Shibuya's Halloween this year.

I really can't fault them for trying to do something after what happened in Itaewon though... that was such a tragedy. There has to be a better way to keep things safe but still let people walk around and gather for Halloween, I hope they do better in the future!!

@@aqvaniiYes it was. 150 people were trapped in the crowd and died. The walls were very narrow in some areas and so people would get pushed against the wall and fall down and get crushed. A lot of alleyways were involved. Tons of people in very small places. If I remember correctly very few policeman were actually there to control the crowd either, despite it being known as a crowded event.

I think the best idea would be to make it an actual official event. Like a festival that many cities in Japan usually do. That way people will be happy and it's more organized. The Ikebukuro event seemed to work so maybe Shibuya can try that too. Of course some people will still try to do something so having police would help, but hopefully it won't be as much as the other years. So, maybe they could have activities and performances to keep people entertained and busy from causing havoc. Of course it would be good to give out warnings in advance for those who are going in case something were to get out of hand. We would have to wait and see what Shibuya will do in the upcoming years.

I went to Ikebukuro because they have the cosplay parade a day or two before Halloween and was surprised how packed it was the day of Halloween. Felt more packed than Shibuya. Note we did pass by Shibuya just to say we crossed it during Halloween. I do think they kinda made it feel more congested with all the barriers they put up around the station, but yea it was fairly the same in my opinion except like Aki said they made you keep moving they didn't let anyone stop.

i was in osaka for halloween this year and it was nuts. trying to cross the dotonbori bridge was absolutely insane. part of me was kinda scared about a crowd crush situation with how many people were there. and there were soooo many people with little kids there too! they held an actual event a little earlier in the week, i think in hopes to mellow out actual halloween night, but it was still so crazy.

I’m from Singapore and I was there this year. I think Japan has done a really good job at regulating the flow. I’ve really enjoyed it. It does feel slightly muted this time but I’d love to visit again next year.

Ever since I seen that Halloween parade in the Cowboy Bebop movie I kind of assumed that's what Japan did every year. Some kind of Halloween parade. Japan is so great for their celebrations and it would be awesome if they had one for Halloween. Unless they used to and this is why they no longer do. Which is sad if that's the case. I think ALL major cities in every country that celebrates Halloween should have a Halloween parade. =D

I don't think I'd go to Shibuya Halloween but that's cause I'm not much into the going out to get drunk scene. I much prefer drinking with friends at a house party. Still, I think you're right about Japan not being able to get rid of Halloween. At this point, it's just a holiday about having fun. Snd you're not gonna ban that. I think if they just lay down ground rules, they'll be okay.

A lot of the Shibuya Halloween chaos reninds me of the crazy chaos that goes down in my hometown San Antonio during this annual celebration called Fiesta. Lots of drunk people, lots of stupid stuff happening, and even with regulations put in place it's still chaos.

I was in Shibuya at Halloween because an aquaintance wanted to take us to a yakiniku place there and it was really weird. It had this kind of dystopian society vibe with all the police shufflying the people along, and while I understand why they didn't want anyone standing there, it was hard actually meeting with someone to do something else. It probably helped we were a group of Europeans without costume, so they let us wait in peace for most of the time until the police officer garnerd up enough courage to talk to us in English to move like three meters away to be the next police officer's problem. At least I can tell everyone that I was in Shibuya at Halloween, just not ... the details ;P

I been to shibuya during halloween in 2018. This is the year where people flipped cars and trucks. I walked at the shibuya crossing and i have never been more scared in a crowd before. I literally cannot see anything except for the clothes of the person in front of me. My body is touching and squeezing with everyone around me, I have barely control of my legs and we just walk super slowly to not fall down

Glad that they're trying to make it more organized now. I will admit, I would like to visit Shibuya on Halloween night at least once. Seems interesting. And at least they have Halloween events for the adults who cosplay. Where I'm from, Halloween events are mostly catered toward children. For adults, it's just hanging out at bars, going to haunted houses or Six Flags.

I was in Japan during Halloween this year but opted to stay in Nikko, Tochigi instead because I know that there will still be a lot of people in Tokyo especially Shibuya and I was right. Japan will never be able to cancel Halloween because people will always find a way to celebrate it. I'm kind of an introvert as well and prefer to stay in rural areas of Japan but I love seeing the costumes/cosplays during Halloween. Hope you get well soon, Aki! :)
