The characters in Sonic Superstars are not the younger versions of the modern cast. (At least... Not anymore) Due to the events of Sonic generations (later confirmed in Forces) the modern and classic timelines were split. (Meaning Classic Sonic is now part of a different dimension) This means that the classic Eggman we saw in generations changed his plans since because of his modern counterpart, he now knows all of his failed plans. So instead of ending up in whatever game happened after S3&K Classic Sonic went through Sonic Mania, returned to Modern Sonic's timeline in forces, came back to his timeline in Sonic Mania Adventures, and is now in Sonic Superstars.

Probably because of the things that happened in sonic generations modern and classic sonics timelines split which is why tails said classic was from another dimension instead of from the past. Plus the generations plot had classic see the memories and events of modern sonic which is where he could’ve learned chaos control. Or he could’ve learned it in his time spent in forces since he would’ve been around shadow, silver, and modern sonic. He then probably told his friends about it since they’ve all had super forms before.
