The syntax and grammar is not correct for the situation that Dr. Evil is trying to describe. The seemingly garbled sounds that Dr. Evil makes before the mouth pop are a type of colloquial mannerism in French conversation in relaxed settings. It is the equivalent to the American "Sheeyit" or "I'll tell ya whut" in the American south. Now the final part before Scotty replies is interesting, because it can be interpreted one of two ways: 1) It can be taken as being said correctly, in which case it means, "Isn't that right, Scotty?" 2) It can be taken as being said incorrectly, in which case it could mean "Scotty isn't". While this doesn't make any sense in either English of French, it could be that Evil was trying to sound like an asshole by saying something similar to "Scotty Don't".
