you are thinking of fighters megamix which was a fighter that used the first fighting vipers engine but was a collection of sega characters

I remember playing/owning the first Fighting Vipers, but beyond that I don't remember anything about it at all. Seems like it was pretty forgettable. Never even knew there was a sequel out there, and you're right Jordan, it does look like a lazy cash grab. 🐍
