Get 2 or 3 10w 5v solar cells to make a simple panel make the same circuit 2 times to add another axis movement so the panel is always perpendicular to the sun then build an simple MPPT by connecting a buck boost converter and a charging module ( lm2595+tp4056) and it will be good to charge lithium ion batteries 3.7-4.2 volts maybe adding something to stop charging when light is dimmed by the clouds to protect the batteries.

Yea You are right, but........ If the workpiece has a certain degree of inclination or perpendicularity to the sun's path I think may have a certain degree of effect.
