I built a few copies of this game a little while ago to give away on BGG; this video is selected cuts from the building of three copies.
Austerity is a solo national-budget-management game of my own design, which won the Best Game award in the 2015 Solo Design contest on the BGG design forums. If you want to build your own copy of the game, you can download the files from its BoardGameGeek entry:

What do you call the stuff that you spray on the front of the cards? Is it just lacquer?

Very Interesting. I'm an old Aussie board gamer from way back. I'm going to have a crack at building this game, after I can get the needed equipment together. That Dark Star game looks intriguing. I'll have look at more of your videos for further inspiration. What was the diameter of your die cutter? I'll need to get the right diameter tool for the job. Thanks Rick

Thanks for the quick reply Jake. I like the idea of counters more than wooden cubes, so I'll buy a punch that cuts out one at a time. A bit of a pain ,but less expensive. I'm a war gamer that likes strategy games. Dark Star sounds like it'll be right up my alley.

What printer do you use? Seems to always be giving you good quality prints.

I use a Xerox laser printer - these days I have a Phaser 6600, but I think that when I did this video I was using an older Phaser 6125.

0:20 what's that spray for?

It's a glossy acrylic lacquer. It protects the laser printing, so it doesn't crack along folds or scratch off at all. If I used an inkjet printer I'd still use it, because inkjet ink can rub off on the fingers as you handle game components and this would prevent that, as well.
