There wasn't really diminishing returns on the 90s Godzilla movies for Toho. In fact, the early 90s was one of their most successful decades with the character. Toho considered "Godzilla vs. King Ghidorah" to be a resounding success, at least in comparison to "Godzilla vs. Biollante," which was the only bomb of the Heisei series. Toy sales had nothing to do with that one (honestly, that wouldn't really come into major play until MG). "Godzilla vs. Mothra" was the second most successful Godzilla movie of the series and remained as such until "Shin Godzilla." "Mechagodzilla" was not as successful as "Mothra," but still did decently. "Spacegodzilla" was less successful but still made more money than "King Ghidorah," and "Destroyer" made a little less money than "Mothra." Okawara didn't really get a break between "Mechagodzilla" and "Destroyer" because he helmed "Yamato Takeru" in 1994, which was a huge project for Toho, far bigger than all four Godzilla movies Okawara made.
