The Arab countries haven't been known to do many stupid things. They might sometimes invest in surprising projects that don't make much sense to the rest of the world, but those are usually for vanity reasons. You won't usually see many mistakes when it comes to the fundamentals of national security and spending on obviously bad binary choices. Within reason, Arab countries will continue to support Chinese projects to further relations and when a safe profit can be made. But I don't think you'll see anyone including Arab nations commit to China if it antagonizes the West including the US. For those specific types of technologies that are related to US sanctions, I highly doubt that there would be any investment or trade by Arabs that would endanger relations with the US.
