Traditionally people in cold countries didn't take showers at all on account of them not being invented, but they did take hot water baths... sometimes. And they didn't have 24/7 access to warm water any time they wanted to go to the toilet. And if they failed to clean up perfectly dry wiping it didn't smell much in the cold either.

There’s loads of countries where people have historically had access to “ideal temperature” water and still chose not to clean up with water. I live in one of the coldest countries in the world and can attest to the fact that people who are concerned with hygiene would gladly “freeze their asses off” for a moment than deal with having human soil stuck to their ass crack.

Too be fair, for Americans traveling by train could be a unique experience. Unless your fortunate enough to live one of a handful of expensive city centers, public transport is almost non existant in most of the country. Americans are more likely to have ridden on an airplane than a train or bus.
