Weather report (stand) is a sentient stand and the memories of Emporio where his and not Weather Report's (human), so I think he would have let Emporio use him regardless of whether pucci or not. Obviously Weather report(stand) remembers actually who pucci is now so that helps alot too.

But even with observation haki it would be kinda pointless against a stand user since he wouldn’t be able to see the stand

Big Mom wins most fights in most franchises because of two different factors. First of all, her fruit allows her to instantly kill you if you're afraid. She doesn't use it much in the series but at face value that's how it works, and that alone means she can at least hypothetically defeat the vast majority of other universe's characters regardless of other factors. Secondly, she's seemingly completely immune to physical damage from the outside. Her skin is shown to be all but impenetrable and SPOILERS... Even when she's finally beaten, it's only because they pushed her into a giant hole in the ground where she fell into lava. Even then she's implied to have survived. Her fruit alone is overkill in most cases, let alone her flat-out immunity to non-internal damage and her sheer power. Lastly... With her homie powers, all she needs to do is systematically defeat stronger and stronger enemies, turn them into her loyal puppets, and suddenly she has an almost infinite army of insanely powerful spirits. The only reason she even lost to begin with in One Piece is because she didn't use her power to it's full potential, she really should've spent more time roaming the globe and making powerful homies.

If you read the manga or watched the anime, Anasui specifically says "Its destructive power is average at best" and The fact that Jotaro has tanked deadlier attacks (High DIO, Killer Queen's explosives etc) it wouldn't really make any sort of sense that MIH wouldn't be able to eventually get fast enough to be able to kill Whitebeard.

Alright, let's debunk your points one by one. First off, Whitebeard has observation haki, which can activate without the user's active input in reaction to threats, even if he himself can't see stands. Second of all, stands and haki are different things. They both come from the same source, willpower, but that's like saying milk and wool are the same thing because they both come from a sheep, so while Armament Haki doesn't guarantee an immunity to a stand's ability, there's also no evidence that the haki would deform or crush Whitebeard, that's bullshit. Also, at the end of the day, all Whitebeard has to do is fucking wreak havoc upon the world with one of his scale 20 earthquakes and call it a day. Being really fast doesn't matter if the shockwaves go everywhere.

If you say that it can, then that implies that haki is linked to stands in a way that makes you're second point useless, proving that they aren't just 'different', which proves my point. If say Jotaro was about to hit him with Star Platinum, Whitebeard would see himself being hit by an invisible force and therefore would know something is up. Therefore, that whole part of your comment is pointless. If Pucci tries to kill him with Whitesnake, Whitebeard kills him way faster. If Pucci is in his CMOON phase, Whitebeard can still counterattack the gravitational pulls thanks to his shockwaves, which are more than strong enough to counteract the altered gravity. His surface inversion would work much slower, if at all, on Whitebeard considering his immense might and durability. Honestly, his best bet is to try and rapidly age Whitebeard, considering his advanced age and health problems. And if it's MIH we are talking about, guess what? The shockwaves of his attacks are accelerated as well. Whitebeard didn't precisely get to lead an armada of 1.6 thousand crew members and dozens of territories and organize an assault on the marine headquarters by being stupid. Overall, what you don't seem to get is that the Quake fruit gives Whitebeard immense range of attack. It doesn't really matter that he can't touch Pucci's given stand at any time, because wherever his stand is, Pucci must be as well. And if Pucci goes down, so does his stand. And let me tell you that a single attack from Whitebeard is enough to obliterate Pucci 500 times over.

You are forgetting that this is all based upon him actually finding out about the plan without seeing stands. About Whitebeard reversing the gravity with shockwaves. That is the silliest thing I have ever heard. What is he gonna do? Punch himself? He’ll do even more damage than Cmoon! Not to mention while Cmoon uses gravity, it’s not ‘just gravity’ gravity doesn’t have the force to turn someone inside out, the stand is much stronger than you think. Finally in MIH Pucci would probably just kill Whitebeard before he could even use a shockwave considering how long it would take to actually use one (I mean to activate one), or he could just wait out Universe reset and kill baby Whitebeard. You need to remember the only reason Pucci was super mega careful and had a long battle when he had MIH was because he was just terrified of Jotaro. Whitebeard isn’t as fast, and cannot stop time. Pucci wouldn’t hesitate for a second.
