Very difficult to answer. Depend on your riding style and traffic in your area but if you not sure about it or history use - it is worth to open the hub and see.

it is not that rare that the brake shoe seized. I just repaired mine an hour ago. I bought the front fork since mine is broken.. the brake stud is made from steel and the brake shoe is made from aluminium.. if you install the new shoe without a grease galvanizing effect will occur.. thus promote corrosion.. that is why the stud corroded eventhough there is no water present inside the hub.
