These are not "anti frost plates" they are core plugs and are there to blank the holes left in the casting by the core.

Never strike a hammer with another hammer. Two pieces of tool steel hitting each other isn't good. Use a piece of round stock of a softer material.

Because of the hardness of the steel of the hammer. If tool steel strikes another piece of tool steel of equal hardness, it has the potential to chip, as neither will "give". A chisel head, or piece of round stock, will "mushroom" as it absorbs the blows, as it is softer. A hammer will not. This comment was made by someone else, I'm just passing it on. It makes sense.
