Dude, I got an exhaust ticket in my Mustang where the cop said "You were rumbling so hard that you were shaking the windows of bank next door!" Cracked me up. Luckily it wasn't a fix it ticket, but the dash cam of that guy still makes me laugh.

As your friend from California… don’t sweat it. You’ll get used to it. Not a big deal. We get in trouble and find loopholes and still play with our exhaust. Night time is when they’re tougher out here at least. That’s when people like doing takeovers and what not. There’s probably a good chance you can challenge those citations. Look at the vehicle code your friends were cited for. Here in Cali it’s very specific. CA VC 27151…. No exhaust shall be modified to exceed 95 decibels. The nice thing about it being so specific is that 98% of the time, an PD officer, Highway Patrol (Trooper for u southern guys), or Sheriff just plays it by ear. Most people don’t challenge the ticket cause it’s a hassle going to court, but it’s worth it. If they don’t measure the decibel level then with a good defense…. Ticket dismissed! Hope that helps. Not sure what the exact vehicle code is in Virginia.
