Tbf it was confirmed the whole reason for bringing in power levels was to show how meaningless they were that they can fluctuate so much and increase in such a short time that relying on what they say is a disadvantage rather than an advantage

Because that’s the last time power levels matter. Power scaling has gotten even crazier since then, so it doesn’t make sense for them to be around anymore. If they were still used, we’d have entered the billions, trillions, and beyond. In fact, in the DBS Broly movie, they had Broly’s power level be so high that a scouter couldn’t even measure it. Power levels are so high now that they literally can’t be numbered anymore. They would’ve quickly stopped being interesting if they weren’t dropped when they were.

@Srade2412 Power levels were brought into the story to make it easier to sort of visualize the differences in power between certain characters, but were removed when they were _too_ accurate and spoiled the outcomes of fights. The Z-Fighters being able to hide their power was a convenient stopgap against scouters, but once pretty much every character started to gain the ability to sense Ki, power levels had to be permanently shelved. A translated quote from Toriyama talking about scouters, from the May 2014 Saikyo Jump: "My number-one goal in coming up with it was because, if an opponent’s strength could be seen as a number, it would be very easy for the readers to understand when I put it in the comic. However, I could foresee that it’d be an inconvenience for me down the line, because if you knew a concrete number, then you could tell who would win or lose, so with regards to Goku & co., I decided that [their power] would change due to “Ki” and couldn’t be adequately measured."

His power level goes from 416 to 150 million in Z. Insane powercreep is not unique to Super.

Power scaling has never mattered in Dragon Ball. Characters are as strong as they need to be for the story to work. Ten year old children achieve Super Saiyan 3, Piccolo jumps to over 200,000 after training with King Kai for like 5 days, characters consistently double, triple, quadruple and more their power levels with a few weeks or months of training. Frieza was said to be the strongest in the universe but plenty of people knew about Dabura who was as powerful as Cell. The Androids were so powerful they made Super Saiyan Vegeta look like an impotent weakling. And yet they themselves are completely left in the dust after six months of training. Like, do you remember how long Goku trained to go from weaker than Saiyan Saga Vegeta, to strong enough to tangle with Final Form Frieza? Six days. He just did push-ups for six days, and went from 8,000 to 90,000. Six Days of push-ups on a spaceship, and he eclipsed all the power he'd ever worked for up until that point? Training for months or even years with the greatest martial artists in history? Alien warriors with otherworldly knowledge? Gods? Fuck that, just do push ups on a space for less than a week!

It's all based on how "dangerous" you are. Reason why usopp has a higher level then most. He's not "literally strong" but his cunning continues to change the landscape of battle.

I think bounty system might be easier to organized than power level though. As the bounty is mostly increased at the end of the saga or in one specific of time, while power level always increases continuously throughout the saga. One Piece does have their own power level system, although in only one arc, and seems to abandon them completely afterward.

It depends you do have other ways to scale characters. Like the training Goku had with Karin was a 3 times increase. This bare minimum puts Goku below 60 before he went up the tower. There is the timeskip too so there is there are those extra gains in there too.

for Super Saiyan 2 and 3 we have established multipliers (100 and 400 times base power), so they can estimate based off of who beats who what Z power levels are. For Super Saiyan God we know it is more powerful than Vegito (Goku says that even if he and Vegeta fused they couldn't beat Beerus) which gives us a rough power level After that it is entirely guesswork, though many speculate that the Super Saiyan Blue power level is 50 times Super Saiyan God as it is just stacking God with standard Super Saiyan
