Due to the mileage, overall condition and it having a manual transmission, I personally think you should fully repair it (depending on the outcome of the water in the oil mystery) use it as a channel rebuilt car rather than a flip car and make it as good as possible with your rebuild knowledge without going too wild with money. Sell it close to summer when convertibles are more desirable. Fully repared with correct wheels, that car will be a great example of your skills, plus you can't get more American than a Mustang

I had a '95 hard top GT as my first car 16 years ago with 87,000 miles on it and leather. Pristine, clean title, spent $2,500. He spent more than half of that on a wrecked car that in excellent condition still will never be worth 3k.

I know around here in Alabama you can buy complete v6 94-98 mustangs all day long for $500 not running. find a good donor car, pull the parts you need ( core support, hood, fenders, radiator, front bumper cover, etc.) sell what's left to a scrap yard and recover the majority of your $500 back. A complete car will scrap out at $300-$400. Buy some new aftermarket headlights ( $70 for a complete set on eBay). repaint the front clip and sell it. Your $200 in parts, plus paint. Put all the junk parts off the wrecked car inside the parts car before you haul it off to the scrap yard. I think if you play your cards right you can profit $2500 on the car.

I was hoping for good news on the mustang. You might want to flush your engine cooling system just before installing the new radiator. If the coolant is contaminated in the engine cooling system then you may as well stop right there. Did you notice any coolant (not plain water)in the oil when you drained it? My thoughts are, it was in an accident, radiator cracked and leaked coolant Depressurizing the radiator. It was driven until the engine overheated and then the radiator was filled with plain water. Since the engine was overheated, the cold water slammed into the block and cracked it. The radiator recovery system will not function because it relies on the system to be sealed to create vacuum and pressure.

@AutoAuctionRebuilds I had an 04 ranger that had very watery milky oil and we drained it and the truck ran fine so we ask a ford dealer about that and he said it is a common problem with those older fords if they are sitting for long periods of time they start to get moisture in the oil we did end up changing the valve cover gasket to be safe I’m guessing sense your mustang sat for around three years I’m sure it got a lot of moisture in it over time

New to the channel and just sub'd. I've had 6 or 7 SN-95 Mustangs, can only speak about the Northeast area but not much value for a 94-95 with that much damage.
