the last level is 22,500 so you need all 4 with lv 36+.

How about if you sell the general that the covenant general is in covenant with, are the covenant boost still activated upon using the covenant gen?

How do you unlock it in the first place?

Only certain generals have it, to unlock it you just have to meet the minimum amount of points
