If I remember correctly, the devs said the game felt too similar to Starcraft if they did.

Ensemble Studios got shut down after making Halo Wars--they'd planned for a Covenant campaign as DLC, fleshing out the Brute leader, and a sequel in which Sergeant Forge survived. The Flood were entirely based around infection, unlike the Zerg, meaning you could not in fact, build carrier forms, bomber forms, or swarmers unless you went out and infected local wildlife and enemies. The Flood is also an eldritch abomination hostile to all life--meaning that there could be no Sarah Kerrigan figure to control them. Only when the Flood have consumed sufficient sentient life can the Gravemind be created--another difference from the Zerg. Basically, it wasn't fun to play whilst remaining lore friendly.
