Can't the scooter be propelled by foot also? Wouldn't that place it in the same category as an ebike? Wonder if some sort of 'kick assist' instead of throttle work?

Civil disobedience, if the cops try to stop you to take your scooter give them the finger and ride off, they can't catch you on foot they can't go where you can go in a car and if you are wearing a full face helmet good luck trying to prove in court that it was you.

It has to be done politically. The question is though, does the public good outweigh the bad? People get injured and even killed with these things on a level you don't see on bikes. So, is the public and political will on the side of allowing them or not? That's what the trial is there to decide.

I've just realised the problem, E-scooters don't generate tax revenues like taxi's and other forms of public transit. They're the perfect form of urban mobility, they don't produce CO2, they don't pay road tax and they can be used safely by people of all ages. As a person who was disabled by illness, my e-scooter gave me freedom to leave my flat.

@@harryadam1671 No, I can't do wheelchairs because of Chronic Pelvic Pain Syndrome plus i don't have the space. I had the option to either have a motability scooter or a car with my allowance and I chose the car.

@@harryadam1671 yes, i know what you meant, large four wheeled thing that you see pensioners and overweight people use. You can get cheap ones privately for a few hundred quid but they look crap. The large ones that you refer to on motability cost around £8000 and take up the whole of my allowance. It's either a car or a mobility scooter, needless to say I chose the car. I have two e scooters, a 1000w British made scooter and a segway ninebot. The latter is my backup, I use that when I go to Hospital and the other is for walking my dog. I am planning on getting a more expensive e scooter when I hand my current car back in may.

You can register an escooter as a invalid carriage if you have a valid illness. Its been done.

The rest of the world is laughing at Englands, Governments decision to outlaw private scooter ownership, but allow you to ride on roads as long as you have rented a scooter from ( I assume a "Government approved " ) scooter company. If this is not blatant corruption , I don't know what is.

Perhaps one should also consider certain safety factors - maximum safe speed - restricted on hire scooters, not on private ones. Automatic drive disablement if mounting a pavement - hire ones do it, private ones not. Insurance - collision damage, personal injury issues - these issues are unresolved. Maybe now you might be less keen to accuse of "blatant corruption".

@@harryadam1671 electric bikes are legal for use and their maximum speed regulated, also cars and motorbikes don't automatically disable themselves when mounting a pavement, either of those prior examples can be insured. Your points are null and void, this is a perfect example of corruption at play.

@@kbytfs Your accusation of corruption is odd. First you need to identify who gains by the current regulation and how they have been able to determine that regulation via some form of influence on those who determine and set the regulations. Give us your evidence. Electric bikes in the UK are not maximum speed regulated, but the electric assist cuts out above 25kph. Cars and motorbikes do not cut out on pavements as they are required to cross them while driving - say to access a drive, or in parking where part on the road, part on the pavement parking residential parking is allowed. They are heavy vehicles and need power for such circumstances - unlike an electric scooter. My points are fully valid.

It is very drastic but I wouldn't "laugh" at UKs policy. We too here in Australia have our own drastic laws some states allow it whilst others have no real laws regarding it which means the cops can fine you when they are in a bad mood.

Legalize it but set some safety rules. They are great for going to work, shopping, run short errands. Use the bike lanes .

Nothing to do with it. The problem you have, is that you are trying to use something that is classified in law as a motor vehicle, just as kids mini motorbikes, powered skateboards, and ride on mowers are. If you want to use one on a public highway, it needs to be registered at the DVLA, insured, and the appropriate licence held to use it..

E-scooters are not the problem. It is the idiots that ride at high speed through pedestrian areas, the wrong way on one way streets and roundabouts and straight through red traffic lights (the same applies to some cyclists). There needs to be regulation around safety, eg mandatory lights, helmets and visable clothing, as well as a crack down on those that make it impossible to allow scooters at present. Anything that gets polluting vehicles off the road is a good thing but not at the expense of pedestrian safety.

With the cost of insurance, most 17 year olds cannot afford to run a car. We all know that it is the small minority that ruin everything for the law abiding majority. E-scooters should be subject to the same laws as bikes, that way there would not be any inconsistency.

I don't mind eScooters as long as the riders do not ride on pavements (unless it's a designated shared pavement) and they also stick to the rules of the road. Cyclists also need to stick to this too. A lot don't but there's very little enforcement.

My partner and I aren't long back from a trip to italy, where ebikes and eScooters are just a way of life it seems, we even had a go ourselves and they're incredibly useful for short journeys. When we got back to the UK, it just feels like we're about 10 years behind and our laws are antiquated in this regard, what are we doing, why are these clearly essential travel methods so restricted in 2022? Isn't this everything we've been striving for?

I've not long been to America and they are absolutely everywhere!. Significantly more powerful ebikes and escooters are legally allowed on the roads no license or insurance required. Our government really need to catch up it's ridiculous we are half way through 2023 and still can't ride an escooter on the roads here.

@@M_E_T_R_O__9 as far as I'm aware most countries in Europe have copied over the ebike max speed limit and a 500w motor or so. Like is it really that hard for the UK government to just class them the same way as e-bikes?. The legislation is already 90% there lol.

This is what I'm saying, you don't stop for them. The police made this more likely by constantly robbing the public of £300+ scooters, with a £300 fine, total £600+ in comparison to dangerous driving which may get a point on the license with a £60 fine. Obviously, poor people are hammered harder. I would recommend not getting a scooter that is under 800 watt, a complete waste of time. You might need a little speed to get away from those muggers 🤣 I would also suggest not using lights, as those give your location away. If the police stopped first time offenders and gave them a warning, then took the scooters away, then runners would be massively slashed.

I ride a Nami Viper that does 60mph around Glasgow and I've seen more police than I can count but never been stopped. I wear full motorcyle gear (it might as well be one), I follow the same rules of the road as everyone else, I don't speed, I indicate etc etc. So why should I be stopped? You know what's more of a danger around here? The idiot delivery riders and their e-bikes on the fkn pavements weaving in and out of every tiny gap imaginable. I've been hit by one of them before, but you know what I've never been hit by? An e-scooter using the road...

We drove around Bristol at the weekend and the large numbers of abandoned orange scooters was breath taking. Private ownership would stop this issue. It’s nuts that we can rent one but not buy one.

No, it wouldn't. If rentals exist, there would still be a large number of abandoned rentals. Only eliminating the rental trial would solve that issue.

You are allowed to park them anywhere and leave them. If you park in a designated area then you get a slight discount off your bill. They are GPS tracked and collected everyday.

Here in Latvia everything that's bellow 250w and that's limited to 25km/h is the same as bicycle and you don't even have to register it in any way (you can but it's not necessary). You can ride on the same road as cars and you are protected by law in case of crash (you are automatically a victim).

Thats approach would be far too sensible for the UK. We are a distant last amongst other European nations in coming to a conclusion on light electric personal transport, despite Boris and others saying we are at the forefront of this or that. Shame on our government!

We have pretty much the same laws here in Finland (and other nordic countries) so this UK e-scooter law looks very f' stupid. Brexit, e-scooter ban... how many times are you able to shoot your own foot?

If you lived here you would be amazed at just how bad Brexit has been for our economy but the supporters still insist its a good thing. I despair of my countrymen sometimes.

The regulations in the UK are the same for EPAC vehicles, max power is 250 watts with a max speed of 15.5 MPH

Oppressive? . A motorised vehicle ridden by imbeciles with no training , insurance , tax or registration isn't a danger to pedestrians like cars ? 🤡. So other taxpayers in cars , council tax payers or other taxable duties meant for hospitals, schools and other social outlets have to pay for scooters to use the roads 🤣😂😅🤡🌍. Really oppressive... so brave .

What about the safety issue, someone hires a scooter off the street that have never ridden one before and has a crash vs someone who owns a scooter and has had practice on their own land and is now confident on riding one

I use my scooter at night with lights and a helmet. I use it to get home from a bar I work at in another Borough across the river. We do not have cheap night transport and even in the day its two different Bus companies resulting in loosing 1hr of wage. I can ride my scooter and charge up at the bar and home for a few pence and get home in 10-15mins. Thats faster than a bus.

Well if you get nicked, you'll be looking at a charge of driving an unregistered, uninsured motor vehicle on a public highway. And if you have a driving licence, you'll probably collect 3 points for each offence....

I ride a Xiaomi 1s to work and home, I've had no problems with the law (probably because I ride sensibly and wear hi visibility and protective gear) and I'm saving money. It has been the best thing I've ever done and it's ridiculous how the law sees it.

I was riding sensibly, full face helmet, protective gear on, thick coat and a high vis vest. Rode like that same route for months. Until it got one bored cop training his colleagues to spot me and stop me. My little scooter took me out of poor living way and gave me dignity, helped me to save up for studies and get a better qualified job and sense of safety when out and about. Cannot count the times my scooter has saved me of getting robbed or attacked. This is why this is so sad.

Sorry but there's a law, if you choose to break it then you deserve the punishment for it, if you don't think the law is just then you campaign to change it not just say to hell with it I'll do what I want, just because it's "only a little scooter" does not mean it isn't a motorised vehicle. Wait for the current trials/study's to finish and no doubt /then/ they will be legalised.

@@lezbriddon UK is pathetic and corrupt! Nepotism is rife in uk government. It is a known fact that during lockdown many taxpayers millions were wasted on many so called ventures where close friends and acquaintances were pushed to offer some ridiculous services for which they weren’t even qualified to then receive an enormous amounts of millions. Same is here, these scooter rental companies are smelling of nepotism and I’m sure the same preference was given to them to offer this service while splitting money between companies and government. No real study can be conducted using rentals. People were riding scooters before and they could have launched a massive campaign to educate and inform people on how to ride safely and where to ride and ensure scooters are fit for purpose. Of course this is all about money again and no surprise then that we will most likely end up having to pay one way or another to be able to ride them. Another point, this has proved that UK gov doesn’t really care about the environment, so many electric scooter riders had to abandon them due to them becoming “illegal” and start driving cars which contributes to more pollution. My last point, preference was given to these scooter rental companies to operate legally, but there is very little difference between rental scooters and privately owned ones. One major difference is geo-fencing that doesn’t allow operation of scooter beyond a certain point on the map. Rental scooters do not come with any safety instructions, do not come with a helmet etc etc. as I have always said, UK gov like to make itself sound as important as it like to be and it’s become a laughing stock. This never ending saga with Brexit has done my head in and just showed how incapable UK gov is and how they lied about all the promises they made. You do your conclusions but mine are pretty clear…

You will have to wait until the trial period ends, then there will be scientific studies so that the government can follow the science then there will be an exhaustive list of scenarios where you can or must not use a permitted scooter which will be limited to 15.5 mph rendering it useless for serious hill climbs or longer commutes. Alternatively they will require them to registered and taxed for road use only so that they can increase government income.

I feel incredibly blessed to live in a city that legalized electric scooters in 2018 up to 25 mph on the street, sidewalk, or bike paths with no insurance, license, or registration required. I feel incredibly ashamed to live in a world where places like the UK can deprive my fellow humans of the right to ride electric scooters almost completely.

The only reason for making private scooters illegal is a corrupt relationship with Lime and other rental companies. Corrupt Boris needs to be replaced, scooters need to be legalized and given smart safety standards. If we're clever we start drafting new standards ahead of time, for them to reference. Ideally this would be done EU wide to make a large, consistent market.

I work a mile from home and my hernia op has a left me struggling to walk 400 yards so my e-scooter would of been perfect. I know have to be dropped to work. Also like most towns im on a estate and footpaths are around the outside away from roads so if i walk and have to stop and be collected i cannot, so i cannot build strength to heal. If i had my scooter i could walk with it and know i could get home if i needed it.

Ike this weekend my girlfriend and dog and friends are going to Southbourne, i cannot go as again no car access if i need picking up , i just want to get better and back to health and to push my scooter with me for peace of mind would be such a great thing to have and only use when needed, but i cannot afford 6 points on my licence and a fine

A post came up on Facebook recently in a group dedicated to modifying e-scooters into power wheelchair adaptions. The OP had written to his MP asking them to seek clarification from the Secretary of State for Transport, Grant Shapps, that an e-scooter used by a disabled person could be termed a mobility aid and thus used legally. They had received a reply from Mr Shapps to say that yes, an e-scooter could be deemed to be a mobility aid and thus used lawfully by a disabled individual. I'd suggest writing to your own MP asking them to write to Grant Shapps seeking clarification on the matter. The more people that do so, the more likelihood there is that someone within the Department for Transport will see their utility for disabled people. Maybe once that door has been prised open it can be pushed wider to allow everyone disabled and abled to use them.

@@davidwebb4904 that applies only to Class 2 & 3 Invalid Carriages, whereas the letter from Grant Shapps, Secretary of State for Transport said that e-scooters "can be a mobility aid for those with some disabilities" and at the moment at least there's no limits on speeds for mobility aids.

what the hell i'm unemployed and i live in borehwood and a community support officer had my e-scooter taken by the police and a few months later I received a letter saying that iv'e received 6 points but the fine is 800 pounds and by the way this is my first ever offence and I mean EVER so I phoned a number that was on the letter told them to take me to court there's no way i'm paying an 800 pound fine for a first time offence and i'm still waiting but you can be damn sure that ill fight this

Hi thanks for trying to get rid of this stupid law, now might be a good time to really go for a change in the law with lis truss as new priminister, in my case I am 72 have had a knee replacement which has gone wrong and have lost most of the bend in my right knee and can not walk some day's without alot of pain, have got a escooter with a seat good hydraulic brakes and is fun to ride, and safer than a cycle that I could not ride any more because of my lack of bend, I have also got a folding electric trike with even better brakes also a great deal of fun I think we have banned anything that is fun, I am trying to start a petition to make it legal on health grounds with a doctors certificate,

Good work guys, i'm 52 and I have been riding electric scooters for over 20 years and have never cased or had an accident, I also ride an electric skateboard, an electric trike and E bike. its a stupid law that just doesn't make seance. we should all be looking at this sort of clean transport, It just means that if you are going to get stopped by the police, its not worth stopping. would a 10 year old get 6 points on there licence in there future. lets hope the police will do the right thing in this case and just look the other way.

Absolutely stupid laws in the UK! Here in Norway, electric scooters fall in the same category as bicycles as long as their top speed do not exceed 20 km/h. Only over this speed they are illegal.

Start a "hire scheme" company. People pay a large up front fee (essentially they buy the scooter) and pay a small monthly subscription to ensure it meets the legal requirements of a hire scheme. No one else uses the scooter but technically you are hiring it.

Allowed in Germany .. It is common sense that when roads are built seperate cycling and e scooter paths should be built. In Germany you need liability insurance and also a small number plate which is on the back of the e scooter.. One just hast to beware of where you can ride them .. for example your not allowed to ride on the pavement...

The issue with escooters is that: they want to go as fast as fuelled vehicles but don't want to pay for the consequences when accidents occur, they need to cover themselves against such incidents and be accountable, insurance is the bear minimum requirement. I drive in London alot, 20mph speed limits are imposed for safety, but when a escooter is overtaking me and bouncing on then off the pavement to weave through traffic, accidents happen and I have witnessed two. They have no regard for pedestrians or other road users that includes cyclists

If legalised, I've suggested a two tier speed limit system of 12.5 mph and 20 mph. The 20 mph speed limit would be for e-scooter riders that have a full UK drivers or motorcycle licence. The 12.5 mph limit would be for everyone else with the obtaining of a provisional licence. Sounds a win win for everyone.

The real reason e-scooters haven’t been legalised is for the following reason.. UK roads are full of potholes. E-scooter wheels are tiny. With both incessant potholes and tiny wheels, there would be accidents 24/7. Compensation claims would come flooding in to local councils. As they’re currently illegal to use in public, a user cannot make a claim if they hit a pothole and suffer an injury.

It is about the same with modern EV vehicles in the L7e class, like the new developed German Xbus. The Xbus is a lightweight €17.500 EV, that meets some very strange resistance from governements. A €75.000 Tesla, with 2.5 metric ton, gets subsidized but lightweight EV's will get nothing but strange rules or bans. Coulld it be, that the law works in protection for the big legacy car brands ? ? or is it just stupidity and laziness.

None of the Tesla gets subsidized as government will provide grants of up to £1,500 for electric cars priced under £32,000, for better air quality. Cheapest new tesla £42500, although I understand your frustration.

Find your version of minister of transport. Make sample flyers that would hurt his election or appointment, and tell him that if he doesn't resolve this issue, he won't be minister for long. These politicians are there to serve themselves, not the public. If you want them to do something, you have to force their hand.

It comes down to the fact that if more private e-scooters are allowed, the government will lost money. They will lost in so many ways, less people using public transport, less people using cars, less people in cabs. These all lead to less taxes being generated. They get the Limes of the scooter world to pay insurances(more taxes). If I purchase a car and pay insurance on that, why can private individuals not just pay insurance on the e-scooter. We're in just fighting the government, and they're trying figure out a way to get us to pay tax on it in some form or way, for now, let's fine them and get money that way.

I wished they would make e scooters legal especially at this time when everyone is struggling with cost of living etc i would save easy good 60 pounds a week just on fuel and am sure there is a lot of others in the same boat am thinking is it worth the risk or not cost of living goes up maybe we have no choice sadly.

E scooters are the most harmless source of transportation but the UK is like "nah we prefer gas vehicles, car crashes and bicycle accidents" like what is so wrong with e scooters? their eco friendly, easy to ride on bike paths and side walks and it would help a lot of people save money on ubers taxis etc. i love my e scooter but i feel bad for everyone else in the uk who can only ride on private property

How are the skateboard laws over there? Are they allowed on public sidewalks? Back in the sixties and seventies in the US we had similar animosity toward skateboards and skateboarders with people being arrested for doing nothing more than riding their skateboards in parking lots (car park). Over the years these laws and the public view of skateboards in general have relaxed, but we still have a long way to go.

You can't hear them coming and there is often not enough space for pedestrians. 2. Can E-scooters be classed as motor vehicles? Yes, it has an electric motor for crying out loud. 3. Can we compare a bicycle to a transit or a truck, NO, unless it has a motor inside it that makes it go faster. 4. If the secretary of state gets to decide, they can do whatever they like. Only based on expert opinions, and advisors. Politicians are too stupid to understand technology and how life works for the lower class in society. The reason we have this divide is because of the EU, and unfortunately, the presenter, bless her heart, has no real understanding of how things work in law, or with the EU. Please let me explain, and there is no disrespect intended, it's just that she doesn't know how important Brexit was for the whole world. There is no sustainability if England isn't free to have the right of self-determination. The lady mentioned shedding a tear because of Brexit and we are no longer a part of the institution, but most of the Europeans were slave traders. City of London is also Dutch and this down to the Royal houses joining in 1688. The city is also a private corporation with it's own laws. The Queen setup the crown corporation which is a trading corporation and got us all to join it via the birth certificate, changing us from English human beings, into citizens and subject which have a different standing in law. If you are a shopfloor worker and you tell the manager what to do, would you get away with it? No, because the manager has more authority. When you are in your human being capacity as an English woman in traditional common law you are more powerful than as a subject to the crown. Which is why Charles asked for the British to bow down to him and show their allegiance. Not a hope in h***. They're the German Battenbergs and changed their names to Windsor. They set up a duplicate system of law in the colonies and then brought that system home to England through the EU and after that, the world has been plundered. I have found another way. I agree with you, I support what you are trying to do, however, the way you are trying to do it will never work.

I can't imagine anything less than 32 km/hr. here in Canada. My ebike goes max. 38 km/hr. although here legal max . is 32 km/hr. 10 km/hr is slow might as well spend less money for a non ebike.

We need something. But perhaps they need license plates, I run street markets in London, every other person has an escooter. And I think they are great, but people do not use them sensibly, had multiple incidents and one very serious one recently (they guy on the scooter was also a drug runner and was arrested) but while Im not sure that insurance is necessary (perhaps for the more powerful models capable of 20+mph), not only so that an escooter can be traced to its owner but also to tackle theft of escooters might be the solution here.

The government's hypocrisy is disgusting, preventing people from riding privately owned scooters, and stopping other companies from starting rentals, whilst "authorising" other companies and making money off it...This law is ridiculous!!! Like, get with the program London!! Make it legal. In my case, I couldn't fathom not being able to use my E-Scooter or my E-Bike to commute around London

What I find funny and sad about this woman being one of the victims of targeting the few, is that in the town I work there's these 'illegal' escooters everywhere, kids ride to school on them even two on one, there's high speed ones that over take me when I'm doing 30, they blast about all over the town center, they cut through moving traffic and junctions like they own the road, I've even seen them riding on the pavement while a police car drove past and nothing. So if these things are illegal why have I only seen those in the news being stopped and none in my everyday of seeing them just abusing the road laws and getting away with it.

Interesting, watching from Australia. I would actually say from a viewpoint of having a Pop being a judge this is really borderline interfering with democratic principles. Take Singapore for example: Set up by Britain, but now despite being very strict with law enforcement they would not let foreign firms have an advantage and they actually banned uber. Australia is having very diverse rules between state and federal courts.

Yes, I kinda have!! I'm autistic, and I'm recently learning a ton about how it affects me. From my understanding, one issue is a thing called 'autistic inertia'; This is where one struggles to stop, start or change tasks. Hence, I get extremely low on energy forgetting or thinking i don't have time-I can't afford snacks or meals out regularly as I'm unfortunately poor. Social settings of more than one person too, especially public areas like the town centre where I happen to live also. I have a bike, but I live two floors up with no lift. Being autistic and recently getting out from an abusive relationship as the victim, I'm both anxious ordinarily as well as with my autism sort of magnifying the sounds around me. I recently got comfortable ear plugs to help with this while keeping me alert (loop engage, they give clarity to surroundings but muted, while voices discussed with are clearer than other plugs). I hardly operate safely nor effectively without them, I'd been stir crazy with depression anxiety and who knows, perhaps PTSD with my dickensian upbringing too. Anyway, I've been offered an e-scooter by a welfare company. I hate to take advantage but it would help innumerably: when I'm tired, diverting around high foot traffic areas, stop me getting tired or stressed before interacting or operating. I considered registering it as a mobility scooter, and may still try; I've also considered asking the local councils for express permission to responsibly use it around the towns or restricted areas; I'll ask the library sometime. I suspect while counterintuitive, the council land is privately owned. It's kinda spurring me to get a license which is good but not for the right reasons as life is difficult with the electric company (bulb) charging inconcievable amounts initially and snowballed in my finances over the months. As said, I'm unfortunately poor lol. Moreover on the poor thing, I read it only costs about 30p to fully charge them and about 60-90 for kids gimmick trend things. A scooter would help me professionally and privately, like with the shopping or trying to escape my immediate area quickly. Especially if I'm panicking or if I see my cursed ex. It would help as the north east of england, particularly Cleveland and the surrounding area, is still hard hit by margaret thatcher-busses are notoriously unreliable, old, loud, cold bus stops I've regularly waited literal hours at. It would help me access more areas while I have this eating disorder, allowing me to volunteer at the museum or whatever and I'm sure stop me being late for things as I inevitably forget lots every time I exit the door, even when i prep. The more I think about it, and I am responsible, I really think having an e-scooter would be tremendous help for me. I do hope the law is changed soon!! :(

Fossil vehicles have a massive proven health impact on people, especially in city centers, in a sane world this is what courts would be working to prevent. Small personal electric transport is only bettered by human power in terms of reduced impacts. Can there be a public health aspect to the case.

I live in Perth Western Australia and we have just had new laws that make scooters legal. We have a 10, 15, & 25kmh speed limit in specified areas and some roads are illegal to ride on. Helmets are a must at least we know where we stand with the law now. The power of the scooter is not rated it is how it is ridden. Same deal as cars and motorbikes. Points can be deducted from your license as part of the fine for infringements. No one under the age of 16 can ride an electric scooter in a public place.

So if I hire a scooter from an official, council tendered, company I'm ok and legal. But if I bought the exact same model myself and used it in public I'd be breaking the law? How on earth can that be legal?

If you read the hire companies terms and conditions it’s not just the hire of the scooter, its that the scooter is (supposedly) well maintained and that you are covered by their insurance for the duration of their ride. Plus you need to hold a UK drivers license (of some type) to rent one in the 1st place. There’s no way of enforcing people to insure e-scooters so should they be hit/get hit/ride like an idiot. They are covered. There’s no way to easily identify an e-scooter (eg number plate) and most have no standard lighting (front light, back light, indicators etc) even though it would be easy to build in. The little rental scooters are limited to 15(ish) mph max speed, some of the imported ones can in theory get upto 60mph(I’m sure I read, might have been km) There are no laws that say you have to wear a helmet or reflective gear when using one, granted it makes sense to. What also needs to be added in is a police kill switch so they can stop people who do ride recklessly. I have rented these multiple times and find them incredibly fun and would absolutely love to own one. Being a bit bigger than average I would like one that has a bit of power as well. I do wish they would hurry up with the legislation.

@@nicka113 but cyclists can do 30 or 40 mph and might not have instance. Some will, but many don't.

@@TheGramophoneGirl totally agree, but your average cyclist doesn’t go at that speed around your standard urban/metropolitan area. If everyone bought the hi spec e-scooters they could all potentially be bombing around town/city centre streets/pavements way above the speed limit and potentially cause accidents. E-bikes should also be subject to the same legislation as e-scooters unless they are speed restricted. Maybe integrate an app that connects to the scooter that limits speed in certain areas? I know zipp use the same method for geofencing their e-scooters, perhaps that tech can be extended for certain speed limits in certain areas? On everything not just e-scooters?

If they could regulate rental scooters then why don't they regulate all kinds of scooters, e-bikes, etc, so we can all have legal standing on the road as well as common safety regulations. Paid to be the regulator but they take the instant lazy way, 'let's just ban them' they said.

I think the most important safety aspect in any road vehicle to consider is the impact from the force exerted on another human being. Let's take a bicycle as an example, I have seen on multiple occasions where youngsters are riding on pavement, footpaths and also on road. Some are even travelling at 20-25 mph on pavement or public areas which is dangerous since if that bicyclist was to hit a pedestrian, it will have a similar effect as the e-bike or e-scooter being ridden at the same speed. The difference ? Well, bicycle is powered by foot and e-bike or e-scooter is powered by motor but the danger is from both vehicles. It is funny that the government does not realise this simple analogy and decides to differentiate both vehicles by regulations that don't even make sense! If the government is really concerned about the public health, why don't they also make regulation for the bicycle to not be ridden on footpath or public places?

6:40 yes that's me, I live just under 2 miles from work knee problems rule out walking or cycling so I drive which takes just as long as it would to use an e-scooter as I let me engine warm up first as anyone with car knowledge will tell you doing a short journey where the engine does get upto temp isnt healthy for the engine (especially when you have a turbo)

What about people who dont have a driving license. I was diagnosed with epilepsy and therefore required to hand in my driving license. Therefore an escooter is as close as I can get to powered transport without being able to drive. If I were to use my scooter (its been locked away since my wife discovered it was illegal lol) and was to be stopped, do I risk an even greater punishment? You cant get 6 points on a license u dont have, but would it be essentially the same as driving without a license?

I saw you have to ask for the land owners permission before you can ride one, I have tried finding out who owns the land here in Leeds but it seems no one owns it, Highways doesn't own the land, the council doesn't own the land and since the abolition of the Feudal system the Queen doesn't actually own it. So how are you supposed to get the land owners permission for using an e scooter on a road when No-One actually even owns the land the road is on !!! Ask the court to summon the Land Owner, I would be very interested to see who actually owns the land these roads are built on !

This is something I have always had an interest in as a private easy mode of transport. But until the laws have been changed to allow this to be legal like any bike, ebike, mobility scooter(which is legal and yet escooters are not...) then I would not want to risk getting one to replace my day to day commuter car or bus.

scooters should only be allowed on the roads. There should be a large £10000 fine for use on pavements or shopping areas, etc. This will protect pedestrians. A small number plate and moped style insurance should be required if a scooter is able to travel faster than 15.5mph. Any scooter with a top speed below 15.5mph on the road should be treated the same as a bike. Hire schemes are just there to make money. Hire scooters should have neat docking stations like the hire bikes. Good leadership is scarce.

The situation with hired scooters does highlight the absurdity of the current law. A complete novice can hire one, but an owner who through frequent use would become much more safe and skilful is banned.

I have a prosthetic leg a hip Replacement and metal rods attached to my spine and bought a cheap scooter so I can walk the dogs and take it places in my car where I would have to walk when I get there … I did have a mobility scooter but it was way too heavy to lode into my car plus it couldn’t go off a smooth hard surface so no good for dog walking. 12 months down the line the e-scooter was so good, it really opened my world so now I’m waiting for the arrival of a better scooter, lighter goes further on a charge and a bit faster if I need to travel on a road and also just so I can go further off track with my dogs. I really hope that they legalise them soon as I would be devastated if I had it taken off me.

As a cyclist in London, I can't deal with e-scooters, it's not really the fault of the scooters so much as the road surfaces, e-scooters cannot be passed by anything you can never tell when they are going to swerve to miss a pothole. Every aspect of my journey to work is more stressful if I am following an e-scooter. I don't think vehicles with < 30cm diameter wheels are really suitable for use on a London road. Rental scooters are merely free batteries and motors for crooks so I think that isn't a good solution. I don't mind if e-scooters are allowed on pavements and limited to walking speed. Or if they have big wheels and proper brakes and require a license and insurance. I also think it is fine for e-bikes to require a license and insurance, I think notionally it's even fine for bikes to require licenses and insurance on some types of roads, it's illogical to have vehicle users who have no requirement in law to actually understand the rules of the road.

@@samwinstanley6820 same on a scooter. Most modern private scooters have suspension (unlike road bikes) and can easily cope with 10cm potholes. Front suspension changes the angle of attack as the edge of the pothole connects with the tire. There really isn't much in it between bicycles and scooters. Most cyclists simply object to being overtaken by them... We should all be campaigning for modern cycle routes (without potholes) for the safe use of lightweight vehicles

The government will not legalise e scooters because they have no way of making money from private owned scooters they do make money via the rental scooter market as each company pays them my advice to any escooter owner is to change to an ebike to avoid these dumb regulations

To me the problem appears to be that obviously these e scooters appeal Greatly to children and parents are buying them for them. So legislation needed to legalise road use also needs to cover these junior users (for their own safety) who currently can very often be seen whizzing along pavements full of pedestrians. The e scooter is a great piece of kit but it's today's attitude of disrespect and selfish entitlement that is stopping it from being accepted as a transport alternative.

The Road Traffic Act states that the road extends from hedgerow to hedgerow, therefore a footpath is part of the road. I have literally just walked through my home city and witnessed three e - scooter riders, in different streets, all riding like dick heads. That is the norm where I live.

Ok if the e scooter is classed as a motor vehicle and the law is to childish to understand that we’re trying to move forward in life! Why don’t they let us get an MOT and insurance for the scooters? The government will still get their money from us as that seems to be the real reason they won’t let us get our own!..

All i know is its 15.5 mph in the uk.. all the rest is bloody confusing. Also my problem is mobilty,im on pip. Cant have a car on pip scheme as i dont have a licence. My electric bike is legal at 15.5 mph. Its a great life line to the outside world i must say.
