It's because the great orange moron is comparing the current situation to what would have happened if literally nobody had done anything at all and people just continued living exactly the same as before. If no lockdown, no distancing, no rush for ventilators and hospital supplies. That's what they're comparing this to and that's how they're calling it a success. Based on that way of thinking the Vietnam War was a success too IF you compare it to the alternative of just never having left and if they kept throwing bodies at Vietnam for another 20 years.
