They are not mummies, they are literally just walking/ running skeletons/ corpses. Mummies are called mummies when a deceased undergo mummification. Quite a big difference compared to that just being thrown into a mass grave.

That’s been something I’ve hoped to see: the undead in a somewhat better place or something. There’s very few fantasy stories where necromancy and the dead aren’t inherently evil and even being helpful, examples being Diablo with the necromancers protecting the world, or Divinity where the dead are sentient and being their own people. I’m writing a book with a necromancer as a main character with the undead being fully devoted to serving peace and helping the living against darker powers and beings (with a substantial amount of intrigue and mystery within the politics and the world, never truly good or evil barring a few exceptions.) Necromancy is such an intriguing aspect which is never fully explored and realised and when you deep dive into the subject and the mythological history behind it, the true depths of the matter becomes really fascinating, especially when originally, necromancy was never evil and the dead were actually helping heroes during the old myths. Before I provide any ideas I'd like to first provide a list of sources that use the undead trope in a different manner: The Death mage who doesn't want to do a fourth time, The Girl from the Well, Danny Phantom, Dude that's my ghost, Magic the gathering (one of the cathar factions in Innistrad).

They might be, but they are still undead. The Emperor has the power to raise them up once more or whenever he feels like. Its just that, he's too preoccupied to merge all 5 elements or he's just that ruthless that he doesnt even care about his army.

2:53 If only those terracotta knew ancient battle formations, they wouldn't break their lines like that. There's always that thought of limiting casualties in an army. If they didn't charge, Ziyuan's army would not stand a chance. LoL but its a movie, its hilarious.

Well we already saw that Zi Yuan's army of undead just tanked thousands of raining arrows just like nothing and didn't even scared or slowed them down (you can even see here on 2:04 that Emperor was kinda stunned by that). Even we can say that the Terracotta army has the advantage of numbers, formation and weapons, they will still have a hard time dealing against Zi Yuan's army of undead. Remember, it's clearly shown that Terracotta army members can be easily taken down just by simply shattering them to pieces, while maybe the undead armies was just full of deformed skeleton of rebellious peasants, they can easily re-assemble themselves quickly (best proof of it was on 1:56 where this dude who holds a shovel accidentally hit his ally, apologized on him and quickly returned his skull) plus they will just spawn repeatedly countless times with more and more members of them, while the Terracotta army can't recover themselves and can be shattered easily just by a mere force, unless they will pass through the Great Wall, then it's another story because they will gain immortality and invincibility for eternity just like the Emperor told them.

Undead army will shii on clay army Clay or should I say Terracotta army can be taken down easily just by shattering them by a mere force and they can't re-assemble themselves. While the Undead army can repeatedly spawn countless times with more and more members and can re-assemble themselves quickly just like this undead dude did on his undead homie at 1:56 after accidentally hitting him with a shovel. (And not to mention, this undead army was just those slaves who died due to overworking or buried alive that's why they seeks for justice and revenge, meaning that the majority of them aren't train to fight, but yeah just look at that, they can keep up or even overwhelmed those fully trained Terracotta army lol)
