Progress has created social tensions, such as when one entrepreneur decided a huge brick wall would make an ideal billboard. The furious Residents Association forced him to paint over it. Then a bright spark decided it would make an ideal movie screen. The Little Italy Film festival was born and Baltimore has not looked back.
