Here’s sort of a dark interpretation: Assuming Vegapunk wasn’t lying, maybe the reason he reported the artificial devil fruit project as a failure is because there were other test subjects, and they didn’t survive. There’s plenty of slaves in Mariejois for test subjects, or at least plenty of Marine volunteers. I think Vegapunk, maybe with Caesar Clown’s help, developed a batch of artificial Devil Fruits based on Kaido’s altered lineage factor from the Fish-Fish Fruit, and that the one Momo ate is the only one left or maybe a 2.0 version of the fruit that doesn’t have as many side effects. Maybe the first version of the artificial Fish-Fish Fruit was more like a SMILE, and the volunteers who ate them just spawned dragons/fish out of their bodies without any control. Maybe the ones that did spawn dragons, the dragons were so powerful or destructive that they killed their users. Or maybe, since all of these artificial Devil Fruits were based on the same source, there’s something about the way they manipulate the Lineage Factor that makes it so if two or more people try to have the same power, they die. And Momo is surviving because everyone else who ate one of Vegapunk’s artificial Devil Fruits is already dead.

Instead of Momo being aged up, I think it could be revealed that dragons are capable of fighting from birth like minks. And the only reason Momo hasn't been able to do that yet is because he's always been scared when he's in his dragon form. His brief scuffle with Luffy on Dressrosa was played for laughs, but he was still able to properly defend himself. Maybe Momo's powers will spike when he finally gets enough confidence to fight back.

1007 Oden Theory I have been trying to justify a way of Oden legitimately returning instead of this being an individual imitating him. This is what I have come up with so far as with nearly every One Piece Theory it involves wild speculation with minimal backing. So it has been speculated before that the life of Oden resembels the 12 labours of Hercules. In his final labour Hercules comes back from the underworld, at this point this is the main thematic reason i belive why Oda would chose to make Oden return. To cut to the chase I believe that Oden may have eated the Yomi Yomi No Mi. Now there are two main issues with this that should be addressed. One Brook was still the user of the fruit at the time of Odens death and two Oden was shown not to have a Devil Fruit as he swam behind the Moby Dick. For the first point I am making the assumption that Brooks Devil Fruit reincarnated after he died and its one and only effect was to bring him back to life. This would mean that all of Brooks powers now are brought about solely from his own Soul and its loose attachment to his body. This brings me to my next point being that Oden most likely encountered the fruit whilst sailing with either Roger or Whitebeard after he swam in the sea. So now at Odens execution It is my belif that after Oden was shot his Soul was then able to return to his body. Oden would then have most likely made his way to the the castle after Toki had sent Momonosuke and the scabbards into the future and Hiyori had left. I think with the castle collapsing around him and Odens faith that Kawamatsu could protect Hiyori Oden and Toki decided to travel to the future as well to assist the final battle against Kaido. For an unknown reason possibly just not being able to precisely control the time I believe they arrived after the scabbards. Unable to find them Oden decided again to trust his Scabbards and wait for their attack. When the raid started Oden made his way to Onigashima to help the fight. Please let me know if I have made some massive mistake or error. There are 1007 different explanations for what may have happened but wanted to throw my two cents into the discussion.

I've still the theory that momo will safe the flower city from onigashima. Kaido is still flying the island to it. And I think Momonosuke will show his power from this devil fruit by keep onigashima flying away. Maybe but only MAYBE Kaido will die at the end (not because of luffy but of another one who will kill the defenseless, passed out Kaido), and the true power of his devil fruit will transfer into momonosuke, because he has the "little brother" of Kaidos devil fruit and that will help momo to do this. Then, after this amazing work, he becomes the unchallenged Shogun of Wano. To imagin this: Momo is still a little 8 year old boy. He hasn't the might of Kaido and didn't do this without a wink. He will struggle and it will take all his concentration an willpower. But Luffy will say somthing like: "You're not your father" Momo will become discouraged and luffy continious: "because you have friends who are still with you. Not because of a Name, or ancestrys, but because what you have done" with his big D-Clan smile on his face, a small flashback of the things momo did, like helping the kids in punk hazard, withstand Jokers lackays, yells agains his death, he is Kosuki Momonosuke, son of Oden. okey, I'm not a so good writer like Oden, but I think it is still possible, because any big showcase why he got THIS fruit has to happen.

One thing you havn't mentioned is that Kaidos fruit is based on the legend of the koi fish who turns into a dragon. Maybe this fruit is a fruit which you have to upgrade or sort of changes when you try and try over and over again. I don't know but I think the legend of the koi fish has a lot to do with willpower. The whole Wano arc in fact is full of willpower related things. Maybe Momos anxiety is really the key thing that is holding him back from becoming a more powerful fruit user and person in general.
