As of a few patches ago this seems to no longer be 100% chance. I'm going to assume they considered it a bug but they never listed it as a fix.

All I get when I fish in that spot is Salmon. I've fished about 30 Salmon now and no eel sadly.

UPDATE: Electric eel location has a higher chance to catch located to Heart shape island at the north point of the island (YOU CAN USE ANY BAIT IT)

Don't know if it changed with update however the spot I caught mine I didn't have a lot of trouble bring fish in. This spot fish was getting away and I caught over 30 fish without an eel.
