They get so much shame if they are wrong, so if they pursue anything criminally, they have to be right (and there are cases of them being wrong and covering it up, again, because shame.) You do not want to F with the police force in Japan, especially as a foreigner. Yakuza also are more integrated in all of it than people think. (Same actually goes for many places in the USA too and other countries. Apparently New Jersey is basically run by a form of mafia.) There are some places you can't just mess around in like that.
