Giovanni played the roles of both Team Rocket Boss and Viridian City Gym Leader in Red, Blue, Yellow and their remakes, but after the events of those games he abandons Team Rocket and gives up his position as Gym Leader between those games and Gold, Silver and Crystal and their remakes. It’s supposed to be a secret in the games though that he is a Gym Leader since you can’t enter his Gym until you have 7 badges and nobody mentions the Leaders name until you can enter the Gym.

If you haven’t played the games I highly highly recommend that you play at least one game from every Generation or even just one game in general. For Kanto, Fire Red and Leaf Green would be the best ones to start with for beginners.
