7:10 Private roads can be used by anyone. A private road which is not gated and access controlled can be used by anyone. The private aspect of it just means that the owner has to maintain it. It means nothing about who can access and use it. And the fact that there are homes which are accessed by the road gives even more backing to the fact that the road can be used by anyone. The police as owner have no legal right to question anyone using the road as to their purpose as that would mean they are prying into people's private affairs such as why they are visiting a home on the road.
