Hey chromebook beta tester here: We asked that same question ('what happened to the capslock key') early in testing. Keep in mind originally chrome OS literally was full screen google chrome. So the discover key literally was just cursor repositioning to the search bar. Also if you install another OS on your chromebook it works like a traditional capslock key. Same as all the funky keys are just relabeled function keys.
