One question is there 2 diffrent qmb139 head because i bought one with a diffrent valve lengt the original has 69mm and the other has a 64mm valve lenght what are the diffrence?

Why is my 2015 Kymco Agility 50 scooter accelerated to 7,000 rpms but not really going past 35-38mph with no restrictions upgrade on exhaust and high flow intake? Please help. Is it my belt or clutch?
