the odd thing about Sampo is that despite how unreliable he seems he really comes through at every important step if you really stop to pay attention to him. every time he vanishes without a word? he simply isn't needed. every time he seemingly makes a mistake (the most notable of which being bringing Bronya into the underground)? it works out in everyone's favor. he's much smarter and more competent than he lets on, and he always seems to make sure that nobody actually gets hurt (financial harm maybe, in fact I'm pretty sure his scams might be his personal form of elation, but no physical harm. even emotional harm seems to go against his tastes) if Belobog faces disaster, frankly Sampo is probably the number 2 person actually preparing for it (number 1 of course being Bronya)

He just thinks that it's fine for her to cause trouble as long as he's not the one in the receiving end. Don't we usually have a friend like that? Although Sampo and Sparkle may not think of each other as friends perhaps in their subconscious they consider each other as friends. Sometimes one may not fully understand one's own thoughts. So they aren't taking alternative routes to get to their destination even if it might be more efficient. 2) Masked Fools have access to Ships and Topaz's trailer shows that Sampo has a debt with the IPC. Present Belobog didn't even know about the IPC until Topaz arrived meaning Sampo's not actually a native and has access to other civilizations. 3) The Astral Express WAS bound for Penacony right after Belobog but was forced to stop at the Xianzhou for an extended period of time. During that timeframe, Sampo was also looking for his mask and was hinted that Sparkle had it and that she was in Penacony. You can find this information in the Memory Bubble after the Aetherium Wars event.
