I hope you now understand the problem. This problem exists in every religion including yours. So then secularism is a simple concept, you stick to your religion and not harass anyone with a different religion. ( Or have a homogeneous society with one religion where other religions are forbidden.)

Now we all know it's not possible for India sized nation to be homogeneous. So the best thing would be to ensure no one religion dominates other in terms of the law of the land. Now if someone feels the need to change religion, so be it. If a religion refuses to take people from other faiths, so be it. If somehow we enshrine in the constitution that every person no matter what faith they belong will be guaranteed a certain set of rights, then there would be no need to be afraid. The state will protect you even if you are outnumbered. Better still if you are in the religious majority, you resist the temptation of trampling the rights of others, just in case you decide to change faiths. But mostly because it's the right thing to do. If only we would have a system where no zealot can come in and favor a particular religion, no one would be afraid.

@ishant 7What you described are crimes. The fact that woman can be threatened with modesty, the fact that children can be exploited, and whatever malpractices. They were possible because the existing laws were not enforced. The very fact that passing a law that you mention is supposed to 'fix' the NGO means they are above board entities. Again crimes have nothing to do with particular religions but more importantly all the things you mentioned are easily addressed by secular laws.
