I think the whole concept of the "experience [loss] curve" (in studying its called the "Forgetting Curve") that we apply to building contsruction and trades applies to the military and intelligence state as well. Just as much as an intended bureaucracy or "old guard" and cronyism can hamper a military or general agency (which undoubtedly is true for Israel AND the US today), so too can the "experience loss curve" hurt those militaries. The one "benefit" of endless war is constantly gaining "new blood" and teaching them (through engaged combat) the experiences the old veterans learned. In effect, you perpetually replenish the skills of future generations and dont "forget" how to actually do things beyond what a textbook or theory studies can tell you. I'm not saying this is GOOD, mind you, just that it's a problem we are obviously facing (and has been observed many times throughout history).

Yup, but it also wasn’t as bad during early capitalism either. It was when the system started to sputter and fail around WW1 that it started to get eroded away. In particular the Great Depression added like 40+ hours to the average work week by adding menial tasks and things into the work flow so that there was more busy work around to create jobs. It used to take a lot less organized labor to be productive
