The TV show has never explained it, but this is also what Melisandre ultimately means when she refers to "king's blood". As far as she knows, all that is left of the line of the dragonkings & the power that they had in their blood is Stannis, Shireen & Robert's bastards. Because the TV show has never explained this important detail to the audience, it makes people think that calling one's self, or someone else, a "King" will miraculously cause said person's blood to miraculously attain magic properties. Pretty ridiculous! But it is yet another important detail the TV show has either simplified or left out altogether.

That's because officially they were Velaryons like their supposed father, not Targaryens. Unofficially they most likely weren't even that, Laenor Velaryon was very very gay and Rhaenyra was in no way a dutiful wife. If they got to live and rule they would have probably adopted the Targaryen name, otherwise the entire reigning familly would become another Velaryon branch.
