He kind of does even in T2's canon. In T1, Lee is sent to fight Kazuya, but instead lets Kazuya pass in exchange for being allowed to serve him instead. In T2, he does the same with Heihachi, but Heihachi proceeds to beat the shite out of him.

I just wanna remind everyone that Jun caught wind of the Tekken 2 tournament because of Kaz's animal experiments on boxing kangaroos. Bottom line: Jin would've never been born if Kaz hadn't gone all Dr. Evil and thought "I want boxing kangaroos...oh and raptors too!"
