Bill in the game is also representative of what Joel will become if he continues to keep his heart closed to everyone. Bill in this adaption however represents what Joel could become if he decides to open up once again. Different representations, but ultimately the same outcome. These writers know what they’re doing. Puts most other adaptations to shame.

HEAVY SPOILERS ALERT! Joel doesn't deal with loses well AT ALL! At some point he lost Sarah's mother and then Sarah. He never recovered! In order to stand work with Tess, whom is obviosly a great asset, since she is capable, tough, has conections and a lot of qualities Joel values, he chose to love her in the same way he loves Tommy: as a younger sister (in the game she is at her late 30's). She wasn't too happy about that, but played along. It is implied that, at some point, she asked him what would take from him to give them a chance. He probably answered something along the lines: "You gotta quit being a workahoolic and stay away from trouble". She tried, but that was just not her. So the job that kickstarted the story was about a huge weapons shipment that would net them enough resources so they could finally retire and lay low, away from "civilization". As we already know, things went south and they had to negotiate with Marlene. Joel was starting to go along with the retirement idea, so when things started to deteriorate, he got very frustrated. Then, they met Ellie and she became "the retirement job". JOEL HATES ELLIE's GUTS!!! She is a living nightmare! She is constantly forcing him to remember how he failed to protect Sarah. She is also a threat of attachment and even more suffering, so he keeps her away with all his willpower. That scares Tess a bit, since they agreed to keep their past for themselves and she doesn't know about Sarah, so she just takes it a he being really pissed off with their inital plan going south. Here Pedro Pascal and Bella Ramsay f'd up. They where told to not play the game. Pedro did just that and Bella watched playthroughs AFTER they were told not to. They also know each other from GOT. They started to message each other and became friends off screen. So they can't entirely hide their chemistry. At that point of the story, they don't like each other. Joel only took her because Tess MADE HIM PROMISE. He is doing it for Tess, and that's all. The dialog of the rules happens as soon as they leave the capitol building, minutes after we hear the gun shots (Tess fighting FEDRA soldiers). So Ellie is not so pushy about having a gun just yet. She is trying to figure out how she can get along with Joel, and thus avoids confrontation as much as their personalities allow. From the show's perspective, why would Joel allow her to have a gun? She's just a kid. An immature one, whom managed to ger herself bit, in the first place. She lacks the knowledge of the real world and is way too impulsive. It was her gasp that gave their position away for the clickers. She is just a timed bomb whom can't be trusted. In this episode we don't get to see Bill and Ellie's interactions. They literally almost killed each other. She hit his arm with a pipe and he almost shot her. Joel told her to not aggravate Bill and she did exactly the opposite, not knowing he is a bitter and badder version of Joel and would actually shoot her, if he saw the bite mark. But no, there are deeper reasons. Joel is a practical man and knows he could use some help, but that would imply teaching Ellie how to behave, how to handle weapons, and a lot of other small fixes that would help her survive in that world. But teaching would imply he cares about her (and he doesn't), and mutual love and respect come as a consequence. He doens't want to take the risk of gettting attached. All he wants is get the job done, fullfill Tess last wish, and move on. Further explanation will have to wait, due to spoilers for people blindly watching the series...
