The U.S. was the slowest country to recover of those that were capitalist at the time. If you think this is a Democrat vs. Republican issue, you are mistaken. Hoover did all sorts of things in a vain attempt to mitigate the problems. Hoover initiated the policies that FDR expanded on. In other words, Hoover started the New Deal. Unfortunately, Hoover should not have gotten involved. He was lambasted by the Democrats for "doing nothing," but he was actually doing too much. If FDR had been even half as smart as he claimed to be, he would have done the opposite of what Hoover did because it was clear that it was not helping.
