I have to agree with the principal on this one, because the school is responsible for the safety and wellbeing of every single student. If anything happens to even one student when they leave the building without permission, the school would be held responsible for what happened.

At the high school I graduated from you could not leave school at any time unless you had a reason (like work release or a doctors appointment) and you couldn't leave during lunch time

See, there is a reason why most high schools don't allow you to leave. Just because you leave the buildings, doesn't mean everyone (especially teachers/administration) will automatically know that you've left the building. This is there is prevent students from abusing a privilege that would allow them to skip school for free.

I think that my high school at Stafford High School had a policy for when student could leave with permission. Students can't leave without permission before it's the school's responsibility of an underage minor student. An adult student ages 18 to 23 might be somewhat different from a 14 or 15 year old minor student. Still a young legal aged woman adult of 21 years old knows that she has to be very careful, and aware of the dangerous situations out there in the world. Especially with the violence, and horrendous crimes committed including sexual assault/battery or rape that goes on. A young 21 year old woman might not want to go by herself to some places in certain circumstances. Leaving school promises at 14 to 17 years old isn't a good idea when it is safety, and security concern of the welfare of underaged teenagers.
