Have you ever played Russia in Sid Meier's Civilization VI and thought, yeah I think he needs to be stronger. Well in this video we found a district combination that completely nullifies Russia's biggest weakness while keeping all of his strengths. And it's with my favorite district in the game, the preserve. Set the map to "Wet" settings for best results.
