It comes as no surprise that this question comes from Ibn Hazm, the one who they mainly rely on for their khuruj arguments. The arrogance in people like Bro Hajji will be the reason for his loss on the day of judgment.

Why is ustaad hassan confused about the religion of this Ruler. In the question it is clearly mentioned at the end that he prays salah and agrees with Islam publicly.

It's the same situation like that of the people of bida'a, they say they are upon Sunnah but they are completely against sunnah. And also this example is like that of khawaarij, who say that they are upon haq but goes against the teachings of Prophet Muhammad pbuh by calling people for rebellion against the ruler, that's why they are called the dogs of hellfire
