My buddy and I talked about this a few years ago and it boiled down to action horror: "good, cool, I have a gun" survival horror: "the last thing I want to do is fire this gun, or make noise, or breath too loudly"

You had a grenade launcher for most of the original 1996 Resident Evil, which is the true survival horror origin (not Silent Hill 2). In the trailer for the SH2 remake he’s conserving ammo for the only gun he has. People might not be remembering Silent Hill 2 very well, but that game would shower you with ammo and health, even on hard mode. There was no “survival” in that game unless you were terrible at it. It was just a horror title capitalizing on the success of Resident Evil.
