I think the point is that he is making Ace not the one responsible for this. He knows how much Ace hurts and how much Ace doesn't want them to be there and die for him. So he just says "Well obviously I have to save you. I gave you the order" this I think is supported by the fact that he then asks Marco and he says "Oh yeah you sure did tell him to do this"

I see it differently, what I understand is that his rules were always to never hurt each other between sons, never betray each other, if you do it it will cost you dearly, in the end Ace just follows his rules, the rules set by whitebeard, so he's the one who said it was a certain way

At least in Oda's case, he tends to give them to characters you're supposed to hate when it's an adult doing it.

I always thought it was One Piece's way of making a statement on emotional honesty. Part of the reason characters are given huge mouths and bombastic expressions. The silliness of the universe is superficial but the displayed emotions aren't. Hence why our MC is the most emotionally intelligent creature in the universe. That's the core of his "power."
