Yeah, the charge up time of the Special Beam Cannon is pretty abysmal. I don't see him getting a chance to use it unless he readies it before the fight and uses it as an opener.

Raditz was much faster than Goku. If the beam was able to graze Raditz, it would strike Goku square in the heart. Piccolo is much stronger relative to Goku than he was in the first fight. Before he was maybe 80% of Goku's power. Now he's an even match for Goku, with a technique that's so fast it's basically undodgeable. Piccolo just dances around Goku's attacks as he charges the beam and then Goku's toast.

So Piccolo charged up the Special Beam Cannon enough to kill Raditz, right? So,I would think he wouldn't have to charge as long, because Goku's power level was much lower than Raditz's. It's just an inference, but it makes sense to me.

I'm sure Goku would win and here's why. The Makankosappo wasn't combat ready yet and Piccolo knew that. That's why he hadn't come for Goku yet and I'm sure he kept perfecting it until he would be able to fire it off like most other ki blasts (which as we later learn from Piccolo himself is possible) So the only way for it to hit would be if Goku willingly took the attack. Unlike Radditz, who was taken by surprise by the attacks when his scouter reacted and even then got distracted multiple times, Goku could sense Ki at this point. He would feel every small bit of raise in Piccolo's ki and he would feel it constantly, even when not looking directly at his opponent. Goku also knows the full extent of his own ki and that at this point the Kamehameha was weaker than Piccolo's attack. Unlike the Cho Makoho in the tournament. He wouldn't take the attack, but try to dodge it. And unlike Radditz wouldn't be distracted or cocky while doing so. Since battle power/ki doesn't seem to scale on a linear base, but actually exponentially (based on multiple fights in the series) a gap of 25% or more is actually very huge. Goku wouldn't try to tank it (he never has tried to tank an attack he wouldn't be able to take, unlike Frieza and Cell for example) And without the Makankosappo Goku still has the better technique by a lot. Piccolo is merely 8 years old at that point in time and has only ever really fought Kuririn, Kami and Goku, with Goku being the only opponent of similar strength. We can see that with Goku dodging Radditz' attack while Piccolo couldn't and Goku somehow being able to distract Radditz alone with his moves for the charge-up. I honestly couldn't see piccolo do the same while Goku charged a small Genkidama.

You have to give Picolo more credit, he manches Goku power level Even tho Goku got an inmediate senkai Boost after their fight in the tournament. I believe Picolo would win in a Match with such close power levels, he is a smartter fighter, he uses the most interesting techniques, just watch his fightps vs 17, he also has the benefit of lo ger limbs and his namekian abilities like stretching. Part of what makes Picolo My favorite character is precisely that he is always creating new techniques. Krillin is another character that can overcome stronger characters with clever techniques. Allá the other fighters in the saga always depend too much on raw power, even Goku's Best techniques are just about raw power like the spirit bomb and the Kaioken, since he was a kid he only copies others rather than being actually smarter.

Plot: Goku wins. Doesn't matter about power levels or techniques. "Real" World: Much closer. Their power levels were for all intents and purposes identical at that point. Special Beam Cannon could easily kill Goku, we know it's strong enough to kill Radditz and Goku at the same time, so Goku can't afford to get hit by it even once. Piccolo could survive Goku's Kamehamha, though. Only difference being that Goku can throw his big attack more than once a battle if needed, even at the start of Z. Piccolo, especially in a more open, non-tournament setting, would play dirty, something the young Goku (he's only 21-ish at start of Z I believe) doesn't do or think about. He's also rather cocky as compared to later on in Z and wouldn't hit Piccolo while he's down. Fair fighter regardless of setting. Piccolo might just win based more on his dirty, evil tactics in a longer, drawn out fight. Piccolo would need to disable Goku's legs, and without plot points making him over-confident or monologuing, that would give him time to charge the Special Beam Cannon. Long fight, could go either way honestly, but Piccolo I think could win.
