You forgot to mention a big factor due to which Kawasaki isn't competing in MotoGP and that is the WSBK championship where Kawasaki is dominating. Plus the cost running a team in WSBK is substantially low and the difference in lap times between a MotoGP and WSBK bike isn't that match.

Kyuki hayabusa ki power to weight ratio Zx10r se bahut kam h. Stock Hayabusa utni bhi fast nhi h. Lekin hayabusa ka engine modifications k liye top class h. Isliye hayabusa itni famous h. Bina turbo lagake tum kbhi bhi Hayabusa se Zx10r ko beat nhi kr skte.

MotoGP does not go at full speed because less than 400km has to reduce gas to corner, so no one knows what its actual speed is. MotoGP has its own seamless gearbox ($500,000 many times more than H2R) accelerates better, without losing lag when shifting. Kawashaki didn't have the technological and financial capacity to enter the toughest arena on the planet, so they built this car. For example, BMW and Toyota cannot participate in F1 so they cannot produce competing supercars vs Bugatti, Posch, Lambo, Ferrari and Honda. Usually, every 4 laps of MotoGP racing overtakes H2R for 1 lap, then what else to race?

Your knowledge is weak. H2R can never beat a MotoGP bike even in top speed. The engineering level of GP bikes is far superior. It takes them only 1km straight line to reach 350km/hr and if the straight line is around 2km then they will blast to 420km/hr or even more. The seamless gearbox, the valves, power delivery is at such a level that no production bike can match. Just a taller gearing is required and then GP bikes will show what they are made of.
