Because the movies never actually focus on Scott as a character. Scott from the Fox movies was only ever allowed to react to things. He couldn’t be proactive or assertive

Cyclops & jean taking a step back from field duty is logical but leaving the team altogether is a bit much. Roberto aka sunspot was in the movie "New Mutants"
