Yes Rafah was once a safe zone. So were the areas Hamas invaded in Israel before Oct 7. There was also a ceasefire with Hamas on Oct 6. They broke it the day after. I'm quite sure the residents of the areas attacked on Oct 7 would have loved getting notices to evacuate, have those routes already laid out by Hamas etc. As Israel is doing in Rafah. So spare me the constant reminders that Rafah may once have been a safe zone. In a war things change in a flash. And no other army would give up the element of surprise, prepare safe evacuation zones etc. before attacking.
